GST eVoucher

1. Q. Why did the Government introduce the GST eVoucher?
A. The GST eVoucher was introduced as a quick, fast and efficient method to
disseminate the grant to SMEs for the purchase/upgrade to GST compliant software
and to prepare them to implement GST on 1 April 2015.

2. Q. What are the criteria to apply for the GST eVoucher?
A. To apply for the eVoucher, businesses must be GST registered, fall within the
definition of SME and be majority Malaysian owned (at least 51% Malaysian equity).

3. Q. How do SMEs apply for this eVoucher? What is the deadline for application?
A. Application is done on-line at http://gst-evoucher.smecorp.gov.my/. Applicants must
be registered under MyGST (Customs) before applying for the eVoucher. Application
is open till 31 December 2014.

4. Q. What is the value of the GST eVoucher and the validity period?
A. The GST eVoucher is worth RM1,000 each and valid from 1 June 2014 to
28 February 2015. SMEs have to make their purchases within this period.

5. Q. What if the purchase of software / upgrading existing software cost less than
RM1,000, will the SMEs still redeem RM1,000?
A. SME Corp. Malaysia will only cover the cost amount stated in the invoice or RM1,000,
whichever is lower.

6. Q. How do SMEs redeem the eVoucher?
A. The eVoucher can be redeemed at any one of the 55 software vendors appointed by
the Customs Department. List of appointed vendors are available at http://gstevoucher.
smecorp.gov.my/

7. Q. How about SMEs that have purchased the software from 12 March 2014 (date
Customs officially announced the software vendors) to 31 May 2014?
A. SMEs that have purchased the GST compliant software from 12 March 2014 to 31
May 2014 are required to make their claim directly to SME Corp. Malaysia and they
have to provide the invoice/receipt from the approved service provider. Other terms
and conditions remain i.e. must register with MyGST, fulfil definition of SMEs and at
least 51% Malaysian owned business. The claim form can be downloaded at
www.smecorp.gov.my.

8. Q. What happens if SME presents the eVoucher to two or more vendors at the same
time?
A. SMEs can shop around to seek quotations from more than one vendor. This is to
allow SMEs to make the right decision in choosing the best software that best suits
their business. A vendor can only "click" and redeem the eVoucher at the final
purchase (when the purchase is confirmed). The eVoucher cannot be reserved or
booked by a vendor at the quotation stage. Once the eVoucher is redeemed, it will be
automatically deleted from the system and another claim cannot be made on the
same voucher.

9. Q. What is the claim procedure for the vendors? Is there a standard format?
A. Yes, there is a claim form and it's available at www.smecorp.gov.my

10. Q. Is there a standard format for the confirmation letter for vendors to submit on software
installation and training rendered?
A. Yes, and it's available at www.smecorp.gov.my

11. Q. Who is authorised to sign on behalf of the SME on the confirmation letter?
A. The owner (MD/CEO) of the SME.

12. Q. What documents must be certified by a Commissioner of Oath? Claims form, invoice,
receipt, confirmation document? Or only the SMEs’ confirmation on software
installation and training?
A. All documents need to be certified by Commissioner of Oath as it is a batch
certification. Certification cost to be borne by the vendors.

13. Q. Since confirmation document is prepared and signed by SMEs, can vendors ask the
SMEs to have it certified by Commissioner of Oath by himself before submitting to us?
A. No. Certification by Commissioner of Oath is not for each claim document but by
batches submitted by vendors. Certification needs to be done by vendors and not
SMEs.

14. Q. Must all claim documents by vendors be sent manually to SME Corp. Malaysia? Can
we send all documents in an electronic folder, one folder for each application?
A. Yes. All claim documents to be sent manually.

15. Q. Does it involve different claiming procedures for new software purchased and
upgrading the existing software?
A. The procedures and the maximum claimable amount for both new software and
upgrading of existing software is the same i.e. RM1,000 or actual invoice amount
whichever is lower.

16. Q. Can we request for a web service to connect to SME Corp’s portal to check the GST
eVoucher electronically, for better efficiency?
A. Yes, all vendors will be provided a user name and password for this purpose.

17. Q. Is it possible for several SMEs to claim for the same software (same serial number)?
A. To avoid abuse, each voucher is unique by MyGST number and company registration
number. The claim form also request for serial number of the software installed.

18. Q. Some of our customers signed up for annual software maintenance which gives them
free upgrades. Can the GST eVoucher be used to claim?
A. The voucher only covers purchase of new software or upgrade of an existing one. It
doesn't cover the annual maintenance cost or any other changes.

19. Q. Software is now sold through retail shops (Aeon Big, Giant). Can invoices from these
retail stores be used to redeem the subsidy?
A. Yes, but the claim to SME Corp. must be made by the vendors and not the resellers.
Payment by SME Corp. will also be directly to vendors.

20. Q. The understanding is that only 150,000 vouchers will be issued by SME Corp. What
if not all redeemed vouchers are submitted to vendors to claim the subsidy? Will SME
Corp continue issuing the eVouchers even after the deadline of 31 December 2014?
A. As of now, the deadline for the issuance of the eVoucher is 31 December 2014. Any
changes to this thereafter will remain to be seen.
